From decade to decade, there has been a new type of fad to sweep the country. In the 50's it was dancing and having fun. In the 60's it was to dress freely and avoid the draft. The 70's were full of pot smoking has-beens, the 80's, big hair and radical clothing. From the smallest of fads, the children in the 0's have taken a whole new approach to the game. They changed the rules that would affect the country for the rest of their existence. The fad? It is to act out in violence in school against each other, not just fist to fist physical controversy but from one boy's father's gun to another. The new fad is to take a school by a surprise attack and make news headlines. It is quite a change from the early 50's. So the question that boggles every American's mind, is why and how we allowed these children to invade and inhabit our lives and allow them to take the control they have at this point? The question can only be answered by figuring out the exact problem to a "T". We need to figure out every aspect of what they are doing. What are the exact statistics on the teen crime rate? How can we stop it? Let's start by recognizing the problem and deal with it from there.


Here is the first step. Here are some solutions to the high rising problem. It is now up to the public to take action. Three-quarters or more of all schools reported having zero tolerance policies for various student offenses. Zero tolerance policy was defined as a school or district policy that mandates predetermined consequences or punishments for specific offenses. About 0 percent of schools reported zero tolerance policies for firearms (4 percent) and weapons other than firearms. 58 percent had policies of zero tolerance for alcohol and drugs, respectively. Seventy-nine percent had a zero tolerance policy for violence and 7 percent had a zero tolerance policy for tobacco. Tobacco seems to be a rising problem on its own, and we, as citizens, teachers and peers, need to do more to let the children know that this behavior is unacceptable, that they are, in fact, still children.


Public school principals were presented with a list of crimes and asked to report the number of incidents of each type of crime that had occurred at their schools during the 16-7 school years. The crimes about which schools were asked were murder, suicide, rape for other type of sexual battery, physical attack or fight with a weapon, robbery, physical attack or fight without a weapon, theft or larceny, and vandalism. Respondents were provided with definitions for each of these types of crime. Under the assumption that crimes or offenses reported to police would be more accurately recalled, schools were asked to report only those incidents for which the police or other law enforcement representatives had been contacted. Only crimes occurring at the school, including those that took place in school buildings, on school grounds, on school buses, and at school-sponsored events or activities, but not officially on school grounds, were to be reported along with about 115,000 thefts and 8,000 incidents of vandalism. The question that four theories of Political Elites attempts to answer is that "who...governs and to what ends?" Each political theory poses valid arguments on the topic of control and influence, even though all the theories vary from one to another these hold some similarities with each other. The view of Webber was that Marx had "neglected the dominant social and political fact of modern times. Webber viewed that complete control of the government had long since fallen into the hands of the bureaucratic agencies that specialized in the management of "contemporary affairs." Webber could also see certain advantages and disadvantages to having living in this bureaucratic state. He saw that rationality would be the driving force behind the decisions of the bureaucratic agencies, yet Webber also foresaw that the power of these agencies would eventually become too massive and "overpowering." The idea that there was only one actual governing force was an idea not adopted by CW. Mills as can be seen in his theory of the Establishment.


In CW Mills theory of the Establishment there are three main governing powers that be: corporate leaders, top military officers, and a small number of key political leaders. Mills believed that it was withing these forces that the major governing took place. The rationality that the entire country is controlled by a small faction of people is not an uncommon one many have believed in the ruling force an elite minority. Wilson argues that "Government is dominated by a few top leaders" these leaders which, he argues enjoy great advantages, wealth and prosperity, yet Wilson also argues a different point of view. He argues a pluralist theory in which Wilson states that it is not just a small factions that do the governing but a great network of people and institutions that involve practically every one.

What a sad sight to see a young boy in the house with nothing to do. After complaining of boredom, his mom urges him to do something out of the house for once. He picks and places a small, yellow flower onto the top of a blank sheet in his sketchpad and explores the joy that it brings. Using the charcoal, he slowly forms the contour of the delicate flower before his eyes. He forgets that he is alone in the dense forest, for he finds comfort in the natural benevolence that he is encompassed by. His newfound passion for drawing is suddenly interrupted by the same chirping sound that lured him to that very spot. He looks above in attempts to trace the hidden sound. He finds it in the midst of the treetops. He keen eyesight fixates on the birds actions, as it works diligently constructing a nest. The boy was amazed at the intricate design in which the bird wove, and begins to capture the actions on paper.


The boy had an idea, one that would bring his new friend closer to his house. He flipped to the next blank page in the sketchbook. He began making his own intricate design, one that combined the comforting look of his own house, yet maintaining the intricacy of the bird's nest. He ran home to show his mom the product of his venture into the natural world in which she urged him to explore. His mother was absolutely amazed at his work.
